This is the story of an educated unemployed young man Amarnath. He has to sell ‘Bhel Puri’, do manual labor to fill his belly. With his meager income he eats in an ordinary eating place in the slum. The owner of the hotel and her daughter Anu regard Amar as her son and brother respectively. There is a notorious rowdy in the slum by name Bhoopati. He is a menace to the slum.

With the help of Shankar Narayan, Amar becomes a Police Officer and with his honesty and hard work he rises to the rank of Assistant Commissioner of Police.

Shankar Narayan is a notorious leader of the opposition party- ‘GARIBON KI PARTY’. He persuades his friend Seetharam a millionaire and a very important person in the party, to marry his only daughter Asha to Amar; which he does.

Both these villains involve this honest, patriotic police officer in their nefarious political activities. But when Amar realizes this, he is neck deep in trouble. He is forced to resign his job; dance to the tunes of these two characters. Both these fellows promote Amar into a political career. He is elected as the leader of the majority party and becomes Chief Minister Designate. And then Amar shows them his true colours.
